For the second year, MicroStrategy has surveyed business intelligence and analytics decision makers from around the world about the current state of their organization’s analytics initiatives and their plans for the future. Respondents were asked about benefits realized, challenges to success, priorities, and investments—and most importantly, if current initiatives to create and deliver on a data-driven culture and business were moving forward. As in the previous year’s survey, respondents had no doubt about the importance of data and analytics when it came to digital transformation (see figure 1). Yet, this year’s analysis uncovered that, as the reality of 2020 and a new decade of accelerated innovation set in, a smaller set of leaders were confident in their progress to date.

From smartphones and cloud computing to ride-sharing services and electric cars, disruptive technology is changing the way we live – and nobody understands disruption better than startups. Whether they’re independent entities funded by VCs or emerging companies within the walls of a large corporation, startups recognize the power of technology to solve problems and improve lives, and they have been instrumental in challenging the status quo and shaping our society. But startups can’t be expected to do it all alone. Lean operating budgets and a need to move quickly demand that these organizations make efficient use of their limited resources – and that means not “reinventing the wheel” when it comes to their underlying tech. The procurement of an infrastructure as a service (IaaS) cloud is unlike traditional technology purchasing. Traditional public sector procurement and contracting approaches that are designed to purchase products, such as hardware and related software, can be inconsistent with cloud services (like IaaS). A failure to modernize contracting and procurement approaches can reduce the pool of competitors and inhibit customer ability to adopt and leverage cloud technology.

This whitepaper provides guidelines that governments can use to break down innovation barriers and achieve a digital transformation that helps them engage and serve citizens.
